Review Request JDK-8136930 Examine implications for custom launchers, equivalent of java -X options in particular

I haven't started looking at this but am planning to review it.

This is hotspot changes based on jdk9/dev repository.   Hotspot changes 
should be based on http://hg.openjdk.java.net/jdk9/hs so that they are 
tested properly with the rest of the hotspot code.
