Hi, please review this one-liner change:

There is code that ensures HeapBaseMinAddress >= DefaultHeapBaseMinAddress,
but that happens only when MaxHeapSize is default, so the assert doesn't 
match
the existing behavior.

The JVM works just fine if we remove the assert.
