Thanks Ioi!

I moved CLMS to an own header as you suggested. I decided to put them outside the metaspace namespace and the metaspace
subdirectory since they belong to the external interface (strictly speaking they are the glue between CLD and
metaspace). Also keeps changes to outside code small.
