CFV: New JDK Reviewer: Jayathirth D V

I hereby nominate Jayathirth D V  (openjdk id jdv) to the role of JDK 
reviewer.

Vadim has worked in the JDK client team for well over 2 years, focusing 
mostly on Java 2D, and in particular Java Image IO.

Jay is currently a JDK committer [1] and has contributed at least 44 
changesets to OpenJDK [2].

And has already been active in helping act as a reviewer on the 2d-dev 
[3] mailing list.
