CFV: New JDK Reviewer: Lois Foltan

I hearby nominate Lois Foltan (lfoltan) to JDK Project Reviewer.

Lois is a member of the Hotspot Runtime group and has contributed 51 
changesets[1].  In reverse order, she has contributed changes to enable 
Hotspot to compile on Windows 2017, to the Condy implementation for JDK 
11, the bulk of the hotspot development for the Module System in JDK 9, 
and significant changes for the default methods support in JDK 8.

Votes are due by April 6, 2018.
