JDK 11 minimum macOS release

Hello Alan,

I do not know of a technical issue. The platforms Oracle list as 
supported have been tested by Oracle. Given that we set 10.9 as the 
minimum macosx version in the build, the binaries are likely to work 
fine on 10.9 and up, but it hasn't actually been tested.
