Java 12 / JDK 12: General Availability

Hi,

As jdk-11.0.2 was tagged -ga I assumed there is an established process now in 
Oracle.  I don't know all the processes you are running, I'm observing and
trying to understand ... 
At least it is strange if the original release is not tagged, but the updates
are...
