Clarification regarding the GitHub Actions pre-submit testing

What about failures that are not related to the patch but prevent execution
of tests which are needed to validate the patch? We should prevent
piling untested patches upon broken ones, like in a rush before code
freeze. This is mostly an issue with independents which have no vendor
system to test.
