Proposed schedule for JDK 18

With JDK 17 now enjoying its time the limelight, here’s a proposed
schedule for JDK 18:

  2021/12/09  Rampdown Phase One
  2022/01/20  Rampdown Phase Two
  2022/02/10  Initial Release Candidate
  2022/02/24  Final Release Candidate
  2022/03/22  General Availability

The phases are defined in JEP 3 [1].

Comments on this proposal from JDK Committers and Reviewers [2] are
welcome, as are reasoned objections.  If no such objections are
raised by 23:00 UTC next Monday, 8 November, or if they’re raised
and satisfactorily answered, then per the JEP 2.0 process proposal [3]
this will be the schedule for JDK 18.
