Copyright Issues : JDK11 - GPLv2 is present but Classpath exception is missing

The jdk-dev list is for discussion of general technical issues
related to the feature release currently in development, which
right now is JDK 18.  Please direct requests related to earlier
releases to the appropriate update-release list, which for JDK
11 is jdk-updates-dev at openjdk.java.net.
