CFV: New JDK Committer: Tobias Holenstein

Hi,

I hereby nominate Tobias Holenstein to JDK Committer.

Tobias is a member of the HotSpot Compiler Team at Oracle and located in Zurich, Switzerland. He
holds a Masters degree in Computer Science from ETH Zurich focusing on Distributed Systems, Parallel
and High Performance Computing and Compiler Design. Some of his project work included parallel
algorithms for subgraph isomorphism and a LLIR interpreter backend for PyPy's tracing JIT.

Tobias contributed 15 changes to HotSpot [1] of which at least the following eight are significant:
