Looks fine to me. In fact, that looks and feels like what we have done 
for OpenJDK 6, and OpenJDK 7u, just formalized for a setting with 
multiple active forests.

I'm not sure that's strictly necessary for 9u and 10u transitions, but I 
can see it being useful in LTS releases, for example to distinguish 
between approvals and reviews destined for multiple branches of the same 
forest with different maintainers for what's technically the same LTS 
release series.
