[11u] Code Freeze Exception

Although 11.0.4 is now frozen for the July CPU, I would suggest making
an exception for the following two regressions:

1. Roll back a behavioural change accidentally introduced in backporting
JDK-8226880:

2. Roll back JDK-8218960 backport due to JDK-8226876. This is targeted
as 11.0.5 for Oracle anyway.
