[11u]: RFR(S): 8221823: Requested JDialog width is ignored

Hi,

I please need review for this downport for parity with 11.0.8-oracle:

The problemlist patch does not apply.
The tests are not problemlisted in 11u for windows. One of them is
Problemlisted for mac, though. I left that line in place.

Further I had to change a switch expression to a switch
Statement in the test, else it would not compile.
