[8u40] request for approval to backport 7107611: sun.security.pkcs11.SessionManager is scalability blocker

I'm requesting backport approval for this changes pushed into jdk9:

7107611: sun.security.pkcs11.SessionManager is scalability blocker

The fix in 8u is the same as 9.
