[8u40] Request for approval for bulk integration of hs25.40-b06

Hi Sean,
some new changes were pushed to the hotspot repo after this snap was taken
but we want them in this week promotion, so I started a new snap
and will submit PIT shortly, therefore a new request for approval will be
coming your way soon
