[8u-communication] Update to the Phase2 Process Description Project page.

The Phase2 Process Description page on the JDK 8 Updates Project page 
[1] contained
some old process steps. To reflect the rampdown 2 changes made during 
the 7u60 Project,
I've updated the doc to indicate that all fixes which are approved for 
inclusion in a stabilization
forest must be pushed to the always open mainline (jdk8u-dev). A 
maintainer will look after
the steps around importing the fix into the stabilization forest.
