[8u20] Request for approval: java.time fixes 8046416 and 8046707

Roger,

I see a TCK test being modified for the 8046416 change. Let's approve 
these changes but only if the current jdk8u TCK tests pass for this area.

Please add a suitable noreg- label to the 8046707 bug report.
