[8u40] Request for approval for 8055063: Parameter#toString() fails w/ AIOOBE for ctr of inner class w/ generic type

Wrong bug ID in Subject Eric. I've corrected that. You've marked the 
8u40 fix record as fixed and provided a JDK 9 changeset in bug report. 
It doesn't make sense. There is no 8055063 fix in 8u-dev yet. Please 
re-open the 8u40 bug report.

Does this patch apply cleanly to the jdk8u-dev codebase ?
