[8u] RFA+RFR (M) 8213952: Relax DNSName restriction as per RFC 1123

Hi Aleksey,

I eyeballed your webrev and it looks good to me.

I've also labelled JDK-8213952 with jdk8u-fix-request to start this type of process, as it seems that's what we want in jdk8 as well.
