Webrev for initial lambda functions and utils

A couple people have asked for an easier way to review the initial lambda functions and utils. I've posted the patch as a webrev here:

Unfortunately this is just a static page with no way for reviewers to markup comments (There are efforts underway to improve this). The webrev does, however, have line numbers and is more easily navigated than the HG repo.
