do not you want to rebuild to ensure 3rd party jar is still compatible?

Java resource bundles are often kept in the jar files. And clearly place 
where java app takes localized resources is application dependent.

IMHO, IDE that needs to support it may still stay have it regardless of 
whether ant task support non-flat directory structures or not.
