[vector] Vector API talk at JVMLS 2018

FYI there was a talk about Vector API on JVMLS 2018 covering current 
state of the API and implementation in Panama (vectorIntrinsics branch), 
and giving some perspective of short-term plans and longer-term vision 
of the project.
