JDK 9 RFR of JDK-8151679: Mark SignatureOffsets.java as intermittently failing.

Hello,

The test

sun/security/mscapi/SignatureOffsets.java

has been observed to intermittently fail (JDK-8134265). Until the root 
cause is found, the test should be marked accordingly. Please review the 
patch below which does this.
