RFR: Typo in conversion from legacy jcheck conf

Hi all,

please review this patch that fixes a typo in the conversion of the old
jcheck configuration format (to the more recent one introduced by Skara).

Testing:
- `make test` passes on Linux x64
- Added a new unit test
