RFR(L): Remove CONSTANT_Value* and other MVT code

Hi,

Please review the following changes to remove the MVT CONSTANT_Value* 
and remove other MVT changes from the L-World JVM.

The changes were tested on Linux/x64 with the hotspot JTReg tests and 
with some JDK JTReg tests.
