Some notes just for the record (as decimal rev numbers are specific to 
local repos - I'll use ones from web ui):

1) changeset 7684 is 8148355 7684:684639c9ac90 [1]

2) changeset 7691 is most probably prec1 7690:b3e996878ddf , this bit [2]

3) this patch also fixes generate_safefetch that was committed with the 
change [3] in jdk9 (8149548 9618:4e6c92d812be  [4]), but without that 
change in jdk8u ( 8149548 7685:49c2278ec735 [5])

Also jdk8u with this change (and changes 8149667, 8151036 and 8151058) 
passes Fedora RPM build and a number of VM tests.
