[8u] RFR: 8151032: aarch32: restore changeset 7684

Thank you, Alex, for such detailed update. I’ve got only one note regarding https://bugs.openjdk.java.net/browse/JDK-8149667 (Remove dependency on the code specific to Oracle's closed ARM port): it is not  approved yet and there is a very little chance to be committed soon.
