Is the only effect of this patch to update the jdk9 tree to the current
state of jdk9u (ie http://hg.openjdk.java.net/jdk-updates/jdk9u)?

If so there really is no need to generate these humongous changesets! A
simple log of the changesets to be applied would be sufficient.

For review purposes the only changesets that are necessary are any
changes that you have to make manually to resolve any conflicts in the
merge.
