A person who has author status or higher can read, modify, be the 
assignee of, etc. issues in the bug system regardless of whether or nor 
he or she works for Oracle.

There is no self-service account creation.

JI-9012057 is now JDK-8042262: Javadoc typo in java.util.Formatter 
(https://bugs.openjdk.java.net/browse/JDK-8042262).

JI-9012058 is now JDK-8042551: java.text.MessageFormat selects wrong 
format from the array of formats 
(https://bugs.openjdk.java.net/browse/JDK-8042551).

The bugs.java.com website is still a reasonable way to submit bugs to 
the JDK team. There are many acknowledged shortcomings in the UX of the 
current system; we do have ideas for improvements, but I don't have 
plans to share at the moment.
