Indeed, there is an Oracle Labs mirror of the Graal repository on 
GitHub. No, it doesn't accept pull requests: 
https://github.com/OracleLabs/GraalVM/pull/1 .

I'm not sure what useful goal popularizing repositories one should not 
pull from is supposed to achieve.
