New Project approved: XRender Graphics Pipeline

Per the interim governance guidelines for Projects [1] I'm pleased
to announce the creation of the XRender Project [2,3] following the
2D Group's decision [4] to sponsor it.  Dmitri Trembovetski will
serve as the Project's Moderator.
