New Project approved: More New I/O APIs for the Java Platform

Per the interim governance guidelines for Projects [1] I'm pleased
to announce the creation of the NIO Project [2,3] following the Core
Libraries Group's decision [4] to sponsor it.  Alan Bateman will
serve as the Project's Moderator.
