New Project approved: VisualVM Troubleshooting Tool

Per the interim governance guidelines for Projects [1] I'm pleased to
announce the creation of the VisualVM Project [2,3] following the JMX
Group's decision [4] to sponsor it.  Luis-Miguel Alventosa will serve
as the Project's Moderator.
