1 week warning: 2FA required for write access to github.com/openjdk/*

A quick reminder that we're one week away from requiring 2FA for write access
to all repositories under github.com/openjdk.  This change will take effect
at 15:00 UTC Wed 2023/11/01 (Wed 1 Nov 8:00AM PT) [0].
