I am probably missing the point but going forward why aren't the OpenJDK
JNI specifics simply split out into a separate OpenJDK specific library
(libopenjdkjpeg for argument's sake) which in turn references more
standard libjpeg if available?

That way building with either included or excluded version works and
libjpeg stays as expected?

Probably missing the point though :-)
