Confused about Windows build

On http://hg.openjdk.java.net/jdk6/jdk6/raw-file/tip/README-builds.html#windows I read:
4. Install the Microsoft Visual Studio .NET 2003 Professional

Platform SDK <http://hg.openjdk.java.net/jdk6/jdk6/raw-file/tip/README-builds.html#mssdk>.
But on http://hg.openjdk.java.net/jdk6/jdk6/raw-file/tip/README-builds.html#msvc I read:
The 32-bit OpenJDK Windows build requires Microsoft Visual Studio .NET 2003 (VS2003) Professional
Edition compiler.
So do I really need to buy a VS 2003, or is there some "workaround" with the Platform SDK on Windows XP?
