Removal of the old build system, partial review

I'm not sure there is a definite plan for this. Personally, I'd prefer 
to have this fixed in JDK8, but I'm also aware that the timing is not 
ideal. Unfortunately, some groups were still using the old build system 
until very recently, so we have been unable to do this before.

I realize that there is a risk in removing the old build system, and 
that it is increased by doing it late in the game. But there is also a 
risk with keeping a deprecated and defunct copy of the build system around.

I don't know who should call the shots on this. The release team, I 
guess. I started adding some arguments in favor of doing this earlier 
rather than later on JBS, see

either way that you want the release team to see, please add them there.
