Heads up: New version of CYGWIN's cache breaks the windows build.

I just rebuilt my CYGWIN, and got ccache 3.1.9-2, which enables ccache 
in the new build environment.  fixpath.exe does not play well with it.

The symptom is:

  Could not start process! Failed with error 2: The system cannot find
