docs build curiousity

The "8" version doesn't exist yet.

I've long advocated creating these web sites as soon as development for
those JDK versions begins instead of when it ends, so that we can avoid
confusion like this (where to link to?)  Everyone has to update their
javadoc flags when jdk 8 docs move to their final resting place.
