OpenJDK6 End Of Life

Hello-

Here is what I propose for the OpenJDK6 transition process [1]:

A) The current project leader (Andrew Haley) [2] resigns

B) I, as leader of the build group, can put forward Andrew Brygin as
   the new project leader.

C) As the only group leader involved in the project, the nomination is
   automatically approved.  What remains to be done will be sending
   out an announcement to notify the Registrar and have it recorded.
