Raising the minimum version of gcc, clang and xlc

I just want to draw everyone's attention to 
https://github.com/openjdk/jdk/pull/14988, which proposes to raise the 
minimum version required for three of our compilers. This might not be 
apparent to someone just browsing this list by subject lines.

The proposal is to introduce the following minimum versions:

* gcc: 10.0
* clang: 13.0
* xlc: 17.1.1.4

If you are building on a platform where it is not feasible to use these 
or later versions, please voice your concerns in the pull request.
