There is a list of `INIT_CONTROL_VARIABLES` in `InitSupport.gmk`. You should add `TEST_DEPS` to it, to stop make from complaining about an unknown control variable.

Also adding to the record that I and Nizar spoke privately, and agreed that as a first step we only provide the `TEST_DEPS` hook, and save the part of setting it automatically depending on the target test as a follow-up work.
