RFR: 8366777: Build fails unknown pseudo-op with old AS on linux-aarch64 [v19]

SendaoYan has updated the pull request incrementally with two additional commits since the last revision:

 - Remove CHECK_AVAILABLE from UTIL_ARG_ENABLE
 - AC_MSG_RESULT yes/no instead of $AVAILABLE
