For one of our Mercurial servers to run jcheck during a push requires
not only a .jcheck/conf file in the target repo but also a setting in
a separate configuration file stored elsewhere on the server itself.
The build-infra repos on hg.openjdk.java.net have never been configured
to run jcheck. Your changeset disables jcheck for local commits, which
is no doubt useful but will not change any behavior on the server.
