Status of the langtools repo in the build-infra forest

This was not entirely accurate. It turned out that Fredrik backed that 
change out in 7fce2b23040e. (Probably accidental, it was a merge of test 
cases from tl.)

So we're currently equal on test/Makefile as well. Since this fix is out 
for review as a separate patch, we'll keep it that way.
