The 'Rethrows Clause' proposal was also updated with JLS references, here:

(The proposal and prototype linked to at
http://slm888.com/javac/coin-rethrows.html has a further minor adjustment to
simplify the rules around exception type constructors which themselves throw
checked exceptions).
