Mailing lists for specification of enhanced metadata in Java SE 8

After further discussion, it seems like two lists for the design and
specification of enhanced metadata is overkill.
I will ask the OpenJDK infra team to create _one_ list,
enhanced-metadata-spec-discuss, where anyone may contribute to, or
simply follow, the specification work for JEPs 118 and 120.
Contributions will be licensed under comment-and-evaluation terms, and
material contributions require the OCA to be signed. Neither
implementation nor user experience with the implementation will be
discussed on enhanced-metadata-spec-discuss, but rather on compiler-dev.
