Mandy asked me to add the javadocs as part of the CCC review.  The javadoc provided is what was proposed as part of JDK-8181639 which I still need to finish the review for

I can either remove it, modify it to what Mandy has in her webrev, or leave it as is.  If I change, it I will need to probably pull back the CCC and resubmit it.

Understand, I think Mandy wanted this for completeness as she asked me yesterday to move this forward.
