RFR (XS) 8221307 : String.substring() OOB exception on start index reports improper information

Hi,
perhaps a stupid question, but why isn't String::substring(int) calling
substring(beginIndex, length())? That'd ensure consistent error
messages, but otherwise preserve semantics.
